Surging fertilizer costs risk making food even pricier next year

Published 20 Sep,2021 via Bloomberg Markets - Most people don’t give fertilizer a second thought -- except maybe when driving through a particularly fragrant agricultural area. But with prices for some synthetic nutrients at their highest levels since the financial crisis, it could mean weaker harvests and bigger grocery bills next year, just as the world’s supply chains start to recover from the pandemic.

A perfect storm of events -- from extreme weather and plant shutdowns to new government sanctions -- have hit the chemical fertilizer market this year, slamming farmers already buckling under the strain of rising costs to produce food. Prices for urea, a popular nitrogen-based fertilizer, skyrocketed earlier this month to the highest since 2012 in New Orleans, the U.S.’s major fertilizer trading hub. A common phosphate fertilizer known as DAP is the most expensive in that market since 2008, Bloomberg data show.

“As fertilizer prices continue to rise, farmers will either cut application rates, cut fertilizer entirely in hopes for lower future pricing, or cut other farm products to account for the bigger expected spend,” said Alexis Maxwell, an analyst at Green Markets, a business owned by Bloomberg. Some are holding out before buying for the next growing season in hopes costs come down -- a risk, she said, since prices could continue to rise.

Farmers growing the commodity-grade corn, soy and other grains that fuel both livestock and packaged-food factories are already spending more than normal on seeds, labor, transportation and equipment. That’s helped contribute to sharp food inflation over the past year. A United Nations measure of global food prices is near the highest in a decade, a problem the fertilizer spike could exacerbate.

“Fertilizer cost is one of the biggest drivers behind global food inflation now as prices for all three groups of nutrients -- potash, phosphate and nitrogen -- are at levels not seen for about a decade,” Elena Sakhnova, a VTB Capital analyst in Moscow, said in an interview.

A confluence of events are behind the rising prices. Back-to-back late summer storms on the U.S. Gulf Coast prevented product from moving in and out and temporarily shuttered plants in the region, including the largest nitrogen complex in the world, owned by CF Industries Holdings Inc. The company was then forced to shut two U.K. plants due to Europe’s record rally in natural gas, the primary feedstock for much of the nitrogen produced globally. On Friday, Yara International ASA said the high natural gas prices will force it to curtail around 40% of its European production capacity for ammonia, used to make fertilizer.

The logistics companies that transport fertilizer are also facing labor shortages and price increases, adding to costs.

“It sure has made things tremendously more difficult to work with,” said Bill Stringfellow, who co-runs a small operation called Quest Products that helps bring new products to the market, including pesticides and fertilizer products. Freight is about 15% of the cost of buying product for their business, he said, calling it “an absolute nightmare.”

Government action is also at play. Earlier this year, the U.S. and Europe put sanctions on Belaruskali OAO, a major potash producer and one of Belarus’s largest state-owned enterprises, in response to a journalist arrest on a Ryanair flight in May. In China, Yunnan province ordered production cuts across several industries, including fertilizers, as part of measures to curb energy consumption and emissions.

The National Development and Reform Commission has vowed to crack down on urea hoarding and price gouging to maintain market stability, but prices have still been soaring: Urea futures on the Zhengzhou Commodity Exchange have powered to a fresh record amid high prices for coal -- the primary feedstock for nitrogen fertilizers in China -- and concerns over tight supplies.

Silvesio de Oliveira, a 51-year-old soybean and corn farmer in Tapurah -- at the heart of Brazil’s soybean belt -- was fortunate enough to get ahead of the latest price rise. Last November, he bought 100% of the fertilizer needed for both crops.

“We’ve been noticing this fertilizer inflation coming,” he said. He got out ahead because he voraciously reads commodities news, he said. “There’s a bit of luck, but it is mostly information.”

If farmers cut back how much fertilizer they use, among the most impacted could be corn, one of the highest yielding crops but also an expensive one to raise. Fertilizer accounts for about 20% of that expense, said Maxwell, the Green Markets analyst.

Smaller corn crops could mean elevated feed costs for dairy and other animal farmers, ultimately translating to higher prices for consumers buying meat like beef and chicken. Corn -- its high-fructose syrup, that is -- is also a major ingredient in sodas, juice and other processed food consumed by many households.

“We’re anticipating this will impact the acreage battle next year,” said StoneX chief commodities economist Arlan Suderman. “We are looking for lower corn acres next year as a result.” Suderman estimates acres of U.S. corn at 91 million, down from 93.5 million this year.

Plants, like people, need a combination of nutrients to survive, and multiple types of fertilizer provide different inputs. Nitrogen pretty much has to be applied every year, so farmers are unlikely to cut the amount they buy and apply to fields, Maxwell said.

As a result, farmers are more likely to cut back on phosphate and potash, instead relying on the nutrients they hope are already in the soil. But some farmers might even cut nitrogen application if the prices continue to rise, said Jerome Lensing, an independent crop adjuster at insurer Rain and Hail -- and that could be a problem.

“With the price of nitrogen going up,” he said, “I hope guys don’t back off so much that come next fall, when they’re out harvesting, they’re saying, ‘how come I’m not getting the corn I thought I should be?’”

The fourth general assembly of the IOFS was held in Kazakhstan

The Fourth General Assembly of the Islamic Organization for Food Security (IOFS) was held from September 8-9, 2021 in Nur-Sultan, Kazakhstan. The event was held online under the theme «OIC Food Systems in a Post-Pandemic World». The IOFS is a specialized institute of the Organization of Islamic Cooperation (OIC), which currently includes 36 of the 57 OIC member countries.

H.E. Mr. Kassym-Jomart Tokayev, President of the Republic of Kazakhstan emphasized more than once the importance of the international Islamic Organization’s work on food security for the Islamic world. During the 14th Economic Cooperation Organization Summit, which was held online in March 2021, Mr. Tokayev urged member states to join to the OIC, calling food security issues a priority for the region.

In his address to the participants of the Fourth General Assembly of the Islamic Organization for Food Security, H.E. Mr. Kassym-Jomart Tokayev, the President of the Republic of Kazakhstan noted the significantly increased role of the OIC in the context of the coronavirus pandemic and global climate change, urging the OIC member countries to support the initiative to create the OIC Food Security Reserves and the Grain Fund.

The «Kazakhstan is an active and responsible member of the Organization of Islamic Cooperation and is also one of the top 10 exporters of food wheat and flour, supplying up to 7 million tons of wheat abroad. Every year Kazakhstan provides gratuitous humanitarian aid in the form of wheat and flour to needy OIC member states. I am convinced that our experience will be useful in addressing food security issues in the constantly growing Islamic world,” - the Head of State said in an open letter to the participants in the IOFS General Assembly.

Mr. Yerlan Baidaulet, the Director General of the Islamic Food Security Organization delivered a welcome speech and expressed his gratitude to the Republic of Turkey for its leadership and support during the past year and to the Republic of Kazakhstan for its continuous support and organization of the event. In his speech, Mr. Baidaulet summarized the organization’s activities over the past year, stressing that the IOFS through its 16 strategic programs in 5 main areas seeks to enhance cooperation with all member countries as well as national, regional and international organizations.

The «sustainable food security in the OIC member countries is our goal that we strive to achieve. We, as a group of OIC countries, have all the agricultural elements, scientific research and human capacity, but we need to make a breakthrough and move towards better management of our resources and effective collaboration of all stakeholders in our food systems,» - Mr. Baidaulet said during the speech.

The General Assembly participants highly appreciated the level of implementation of the IOFS programs for 2020-2021. During this period and in the context of the ongoing coronavirus pandemic, the organization held a number of fruitful events (regional, national, international, seminars and trainings) (26 of them in April-September alone, which no other international organization in the world has achieved), which touched upon such diverse topics as food security management, increasing investment in the agricultural sector, and building food reserves in the OIC space. Moreover, the organization provided an international platform for scientists from the OIC countries, including Kazakhstan, enabling them to exchange with the scientific experiences and enhance cooperation in improving rice and wheat production through a network of centers of excellence, as well as the development of genetic resource banks and water management.

The accession of the new countries the Kingdom of Morocco and the Republic of Tunisia in early 2021 is also an important indicator of the organization’s work. Moreover, the Libya ratified the IOFS Charter this year. The cooperation with member countries and close partnership at regional and global levels are key elements in the work of the organization, so in 2021, the IOFS signed 11 (!) not just memorandums of understanding, but linked to specific action plans with several countries like the UAE and Niger, and international organizations like the Eurasian Economic Commission, ICBA, ICIEC, ICARDA and others.

On the second day of the ministerial session, Mr. Bekir Pakdemirli, the Minister of Agriculture and Forestry of Turkey handed over the presidency to the Republic of Kazakhstan for a one-year term. The Pakistan and Egypt were elected the vice-chairs.

Mr. Yerbol Karashukeyev, the Minister of Agriculture of the Republic of Kazakhstan made a welcoming speech and confirmed the readiness of Kazakhstan to continue to follow the set course during the upcoming chairmanship, emphasizing the importance of such aspects as development of the OIC food system, ensuring the quality level of implementation of approved programs, humanitarian programs of the IOFS, risks associated with climate change, issues of effective use of water resources in agriculture.

As a result of the fourth General Assembly, resolutions and 10-year Development Strategy until 2031 were approved, according to which it is planned to further develop and strengthen the 5 main directions: the management, response to food crisis, capacity building, industry development and resource mobilization through implementation of 16 programs. Among the goals for the next 10 years are the creation of food security reserves and humanitarian food aid programs to support OIC countries in crisis situations, increasing the competitiveness of the agri-food industry, promoting financial cooperation to support special projects and investments, transferring technical experience to develop the potential of participating countries, which includes aspects such as education in the field of food safety, development of bio- and agricultural technologies, impact on the climate, development of gene banks and the ecosystem of «halal» foods.

According to Mr. Yerlan Baidaulet, the Director General of the IOFS, the Strategy is based on the assessment of global and OIC member country-specific long-term socio- economic trends and macro-trends for food security that will shape and influence food security globally and for OIC member countries. He also noted that the Strategic Vision, among other things, is based on the food security profile of OIC member countries.

«The comprehensive IOFS Vision 2031 with key pillars and mapped programs, desired impact serves as a clear strategic roadmap for your institution, which is the IOFS,» - he concluded in his address to the ministerial session of the Assembly.

It should also be reported that OIC countries such as Jordan and Lebanon have expressed interest in joining the IOFS. During the signing ceremony, working memorandums of cooperation were signed with international organizations such as the ICESCO and ICARDA.

More than 150 participants attended the event from 36 IOFS countries and 56 OIC countries and a number of observer countries, including ministers of agriculture, representatives of international organizations, the OIC and its institutions, as well as other high-ranking officials in charge of food security in the participating countries.

The IOFS was created in accordance with the initiative of Elbasy, His Excellency Mr. Nursultan Abishevich Nazarbayev, the First President of the Republic of Kazakhstan, announced in June 2011. In accordance with the Resolution of the 2nd General Assembly (August 2019, Jeddah, Saudi Arabia), Mr. Yerlan A. Baidaulet, a citizen of the Republic of Kazakhstan was unanimously approved as the Director General of the IOFS Secretariat.

Egypt contributes to MENA chapter of Global Food Policy Report 2021

Published 04 May,2021 via Daily News Egypt - Egypt’s Ministry of Planning and Economic Development has participated in preparing the chapter on the Middle East and North Africa (MENA) published in the Global Food Policy Report for 2021. The report was issued by the International Food Policy Research Institute (IFPRI).

The chapter deals with the effects of the novel coronavirus (COVID-19) pandemic on agri-food systems and household incomes in Egypt, Jordan, and Sudan.

The report showed the difference in the size of the disruptions resulting from the pandemic among the economies in the region. It indicated that the percentage of losses in Egypt was relatively limited as a result of the country avoiding a complete closure and investing in a huge stimulus package.

According to the report’s findings, agri-food systems showed relative flexibility in the Middle East, where the percentage of decline in agricultural food output ranged between 3-9% in Egypt, Yemen, and Sudan. It reached about 38% in Jordan, and agriculture was one of the least affected sectors in Egypt and Sudan.

The report indicated that some value chains have enjoyed a significant increase in demand, such as medicinal and aromatic plants, supported by increased demand for exports. The agri-food system represents a strong basis for recovery and transformation after the coronavirus pandemic, due to its relative resilience.

The report pointed out that some economies and sectors are recovering at a faster rate based on the national policies adopted. The stimulus package, which amounted to EGP 100bn in Egypt, is estimated to have limited the decline in the gross domestic product, from 8.7% to only 1.1%, in the period from April to June 2020.

The stimulus package in Egypt was aimed at supporting the hardest-hit sectors, including exports, tourism, and real estate.

This is in addition to the Egyptian Government’s easing of credit restrictions for companies, providing tax incentives, and expanding cash transfer programmes. The report referred to the investment plan that Egypt is implementing, now at a value of EGP 280bn, which has led to an improved economic performance in the second half (H2) of 2020.

The report indicated that the demand for digital tools has increased dramatically during the pandemic, with recent studies highlighting those sectors that have been digitally transformed, such as food delivery.

Moreover, the global health crisis has provided an opportunity to accelerate the digitisation process, and increase private and public investment.

Dr Ahmed Kamali, Deputy Minister of Planning and Economic Development, said that the ministry holds consultations with other concerned ministries, business associations, civil society, and academia.

These consultations aim to assess the effects of the pandemic on the components of GDP, employment, poverty, and the balance of payments since the beginning of the coronavirus pandemic.

Kamali pointed out that informal employment has been targeted, and policies have been developed to support it in light of the pandemic. At the sectoral level, the tourism and industry sectors have been targeted and supported.

“Information and Communication Technology (ICT)-based solutions are being targeted because they are necessary to mitigate the negative impacts of the pandemic, in addition to financial support has been provided to help companies cover their operating expenses and thus prevent bankruptcies,” he added.

Kamali said that due to some opportunities generated by the crisis, work is now underway to reform the business climate and increase supply chain productivity in Egypt to be more competitive after the pandemic.
